Palmer, Professor of History at UT Arlington, is an expert on World War II and military aviation,” explained Patrick Hotard, museum executive director. “During his talk, Dr. Palmer will discuss how Russia and Germany cooperated between the two world wars and how military aviation changed as a result.”
